  • SPED Director and Related Services RFP

    Overview:

    Success Academy Charter School is seeking proposals from qualified providers or agencies to supply Special Education (SPED) Director services and related support for our K–8 campuses in Bloomington and St. Cloud, Minnesota. We are committed to providing equitable, compliant, and culturally responsive services that meet the needs of our predominantly Somali and East African student population. The selected vendor will help ensure that the school is fully compliant with IDEA and Minnesota Department of Education (MDE) requirements while fostering inclusive, high-quality instruction and service delivery.

    Proposal Requirements:

    Proposals should include:

    • A detailed scope of services, including oversight of SPED programming, staffing support, IEP compliance, student evaluation coordination, and professional development

    • Resumes or bios of proposed personnel, including the SPED Director and any related service providers (e.g., school psychologists, speech-language pathologists, paraprofessionals)

    • Timeline for onboarding and service availability

    • Proposed service model (in-person, hybrid, or remote), with contingency plans

    • Itemized pricing structure, including hourly or salaried rates, administrative fees, and additional costs

    • Examples of past experience in charter schools or comparable educational settings

    • Description of culturally responsive and trauma-informed practices used in service delivery

    • Proof of licensure, certification, and insurance

    • At least three references from schools or organizations that received similar services

    Scope of Services:

    Program Oversight & Leadership

    • Serve as acting SPED Director or support the licensed Director of Special Education

    • Lead compliance efforts for IEPs, evaluations, due process, and MDE audits

    • Support the development and implementation of appropriate SPED policies and procedures

    • Supervise and coach SPED staff and related service providers

    Student Services

    • Coordinate and/or deliver evaluations, IEP meetings, and re-evaluations

    • Ensure timely identification and services for students with disabilities

    • Support culturally and linguistically appropriate assessments and interventions

    Team Development

    • Provide professional development and coaching for general education and SPED staff

    • Assist in recruiting and retaining qualified SPED personnel

    Compliance & Reporting

    • Maintain full alignment with federal and state regulations

    • Prepare for and participate in MDE monitoring, Child Count submissions, and due process file reviews

    Timeline:

    We aim to secure services beginning October 6th, 2025, with continued support through June 30th, 2026, renewable based on performance and need.

    Scope of Services:

    The selected vendor will be responsible for all labor, materials, and coordination necessary to complete the following:

    Design & Planning

    • Evaluate current bathroom facilities and infrastructure

    • Collaborate with school leadership to finalize placement and configuration

    • Ensure ADA compliance for all new adult stalls

    • Provide architectural drawings (if applicable)

    Construction Services

    • Demolition of any existing structures (if needed)

    • Framing and stall installation

    • Plumbing modifications or additions

    • Installation of toilets, sinks, partitions, and fixtures

    • Flooring and wall treatments that are water-resistant and durable

    • Electrical work as necessary for lighting and ventilation

    • Painting, signage, and finishing work

    Compliance and Safety

    • Secure all required permits and schedule inspections

    • Ensure work complies with state and local building codes

    • Implement safety barriers and signage during construction

    • Maintain a clean and safe work site throughout the project

    Post-Construction

    • Final walkthrough and punch list resolution

    • Delivery of all close-out documentation (warranties, manuals, permits

    • Project completion report

    Timeline:

    All work must be substantially complete before August 15th, 2025, to ensure availability before the school year begins.

  • Facility Management Services RFP

    Overview: Success Academy Charter School is seeking proposals from qualified vendors to provide comprehensive Facility Management (FM) services for our facilities located at 8201 Park Ave S. The selected vendor will be responsible for ensuring the efficient, effective, and sustainable operation of our facilities while maintaining high standards of cleanliness, safety, and operational excellence.

    Scope of Services: The FM services required under this contract will include, but are not limited to:

    SOFT SERVICES

    Site Maintenance & Repair: Vendor will inspect and coordinate services that are necessary to maintain and repair any site work that is necessary.

    • Periodic inspection of site conditions (Landscaping, lighting, perimeters, retention ponds, parking lot, interior and exterior of the building, roof, etc.)

    • Coordinate and work closely with waste water treatment vendors on inspection and operations of the system.

    Building Repair, Maintenance and Management

    • Mechanical (HVAC): Create and manage the preventive maintenance schedule. Periodic inspections of all equipment that services the building. Programming and constant monitoring of control systems to ensure thermal comfort. Maintain service logs and inspections reports along with coordination with all third-party service providers for the hard services described above.

    • Plumbing: Periodic inspection and minor repairs of: bathrooms, urinals, and sinks. Coordination with all third-party service providers for the hard services described above.

    • Fire, Life Safety: Periodic inspection or fire extinguishers, fire detection, alarm system, smoke detector and monitoring system. Maintain service logs and inspections logs from independent and government inspectors. Coordination with all third-party service providers for the hard services described above.

    • Electrical: Periodic inspections of: power outlets, light bulb replacement, ballast repair and replacements, battery, and power panels. Coordination with all third-party service providers for the hard services described above.

    • Building Management System: Periodic inspection of: access control, surveillance system and burglary system. Coordination with all third-party service providers for the hard services described above. 

    • Roof: Periodic inspection of roof for leaks and potential areas of compromise. Coordination with all third-party service providers. 

    • Infrastructure: Periodic inspections of all load points and exterior for potential areas of compromise. o Coordinate and maintain a schedule of on-going governmental inspections and record of all inspections, maintenance and compliance 

    • Emergency Contact for (Monitoring services will be contracted with third party service providers): Fire and Sprinkler Alarm Monitoring, Elevator Phones or Common Phones in the Building

    Contract Administration

    • Risk and Safety Management

    • Field Support

    • Parts and Supply Procurement

    • Waste water treatment system

    • Service Contracts

    General Facility Management Services: Provide annual facility repair and maintenance budget

    • Manage facility repair and maintenance budget 

    • Coordinate and Prepare the 5-year Capital Assessment Plan (required per financing covenant) (This is typically a $5,000.00 stand-alone service) 

    • Periodic meeting with ABC and Charter School for updates 

    HARD SERVICES

    The Hard Services that will be coordinated and managed by JB through third party service provider. These third-party service provider’s invoice will be paid by the Charter School outside of the facility management fees:

    Mechanical HVAC Systems - To ensure mechanical systems operate in in accordance with the Manufacturer’s manual and in coordination with Service Provider:

    • Routine checks of Blowers, Blower Motors, and adjustment of Belt Tension 

    • Check and lubricate all Bearings 

    • Cleaning of filter on per recommended schedule 

    • Warranty Management System 

      • Coordinate with Installer and Manufacturer for maintenance of equipment under warranty 

      • Maintain record of all the Equipment, keep record of the Vendors details, track dates of Warranty validity

      • Record routine service visits by Service Provider and track against recommended schedule

      • Keep the Inventory status of all spare parts required for the maintenance of the facility

      • Conduct periodic systems & equipment health audits with Service Provider

    Electrical System - Coordinate with Service Provider to ensure smooth operation of the High and Low Voltage systems.

    • Ensure availability of requisite power at all utility points

      • Check for tightness of connections and overheating

      • Regular cleaning of panels

      • All sockets should be tested for proper operation

      • All power cables should be checked for continuity

      • Check all motors across facility for improper Noise, Temp and Vibration

      • Ensure that the Checklists are adhered to per schedule

      • Maintain proper inventory of all bulbs, tube lights, spares, etc.…

      • Ensure all the bulbs and tube lights are replaced as and when required

      • All alarms to be checked and logged

      • Conduct electrical mechanical equipment audit as specified by equipment manufacturer

    Fire Suppression System - Operation and daily maintenance of related equipment in accordance with the Manufacturer’s manual and statutory requirements in coordination with Service Provider

    • Any breakdown/malfunctioning of the Equipment will be attended as per procedures of the original manufacturers and suppliers of associated equipment 

    • All Reports and Checklists to be adhered 

    Plumbing System

    • Drainage and water supply (Domestic and Sanitary)

    • Piping, fixtures and equipment (Main and Secondary Distribution)

    • Water purification and filtration systems

    Security System

    • Building control system 

    • Alarm, CCTV and Burglary

  • Financial Consulting Services RFP

    Overview: Success Academy Charter School is seeking a qualified financial consulting firm to assist with budgeting, financial planning, and general fiscal management for the upcoming academic year. The goal is to improve the accuracy, efficiency, and sustainability of the school’s financial processes, ensuring resources are allocated effectively to support our educational mission.

    Scope of Services: The selected consulting firm will be expected to provide the following services:

    1. Budget Development: Assist in creating a comprehensive annual budget, identifying key revenue and expenditure categories, and aligning financial resources with school priorities.

    2. Financial Analysis & Forecasting: Review historical financial data, provide insights, and develop projections to support long-term financial planning.

    3. Cash Flow Management: Monitor and analyze cash flow to ensure sufficient liquidity for operational needs and recommend strategies for improvement.

    4. Cost Control & Efficiency: Identify opportunities to reduce costs while maintaining or enhancing the quality of services provided to students.

    5. Reporting & Compliance: Ensure financial statements, budgets, and reports are accurate, transparent, and in compliance with relevant regulations and standards.

    Proposal Requirements: Proposals should include:

    1. A brief overview of the firm’s qualifications and experience with educational institutions, specifically in budgeting and financial planning.

    2. A description of the methodology and approach for providing the services outlined in the scope.

    3. A timeline for completing the proposed work.

    Scope of Services: The selected supplier will be responsible for providing the following food ingredients on a regular basis:

    1. Fresh Produce: Vegetables, fruits, and herbs.

    2. Dairy Products: Milk, cheese, yogurt, and other dairy items.

    3. Protein Sources: Meat, poultry, plant-based proteins, and eggs.

  • HVAC Service Agreement RFP

    Introduction: Success Academy Charter School is seeking proposals from qualified HVAC service providers for a comprehensive Preventative Service Agreement for our heating, ventilation, and air conditioning (HVAC) systems. The goal of this agreement is to maintain the efficiency, reliability, and longevity of our HVAC equipment while minimizing downtime and costly repairs.

    Scope of Work: The selected HVAC contractor will be responsible for providing regular testing, inspections, maintenance, and necessary repairs to ensure the HVAC systems operate at optimal performance. The required services include:

    1. Routine Inspections: Regular assessment of HVAC units, including all components such as compressors, condensers, evaporators, thermostats, and air filters.

    2. Cleaning and Maintenance: Thorough cleaning of evaporator and condenser coils, blower motors, and air ducts. Additionally, ensuring proper airflow and system calibration.

    3. Filter Replacements: Regular replacement or cleaning of filters to maintain system efficiency and air quality.

    4. Lubrication and Calibration: Lubrication of moving parts to reduce wear and tear, as well as calibrating system components for peak performance.

  • Special Education Transportation Service RFP

    Overview: Success Academy Charter School is seeking proposals from qualified transportation providers to offer special education transportation services for students with disabilities. These services are intended to ensure that students receive safe, timely, and reliable transportation to and from school, extracurricular activities, and related services as outlined in their Individualized Education Programs (IEPs).

    Scope of Work: The selected vendor will be responsible for providing van transportation services for students with a wide range of disabilities. The scope of work includes, but is not limited to:

    • Daily transportation of students to/from school, field trips, and special education services

    • Maintaining a fleet of accessible vehicles, including vans, buses, or other appropriate vehicles equipped to accommodate students with special needs

    • Establishing protocols for safe loading/unloading procedures

  • Technology Services RFP

    Overview: Success Academy Charter School is seeking proposals from qualified technology service providers to enhance our educational and operational capabilities. The goal is to implement reliable, efficient, and scalable technology solutions that support teaching, learning, administration, and communication. We are looking for a comprehensive technology service provider to assist in network management, hardware and software solutions, tech support, and ongoing IT maintenance.

    Scope of Work: The selected provider will be responsible for:

    1. Network Infrastructure Management: Design, implement, and maintain a secure and high-performing network to support wireless and wired communication, as well as internet access.

    2. Hardware Support: Provide recommendations for the purchase, installation, and maintenance of computers, tablets, interactive whiteboards, and other classroom technology devices.
